Från Riksdagsbeslut till regulatorisk praktik : En studie om hur totalförsvarets inriktning 2025–2030 omsätts i Finansinspektionens tillsyn

This study examines how the Swedish Parliament's decision on the direction of total defence for the period 2025-2030 takes shape; as it moves through the state governance chain and reaches the Swedish Financial Supervisory Authority's (Finansinspektionen) supervisory and regulatory practice. As Sweden rebuilds its total defence capacity in response to a deteriorating security environment, the financial sector has been assigned a central role in the country's overall resilience. Yet the mechanisms through which political ambitions are translated into regulatory practice remain largely unexplored. Drawing primarily on translation theory, as developed by Czarniawska and Joerges (1996) and Czarniawska (2005), the study conceptualises governance signals not as fixed and stable entities transferred unchanged across organisations, but as ideas in movement that acquire new meaning as they enter different institutional contexts. This perspective is complemented by Carol Bacchi's (2009) problem and policy analysis and neo-institutional theory, which together enable an examination of how governance signals are formulated, translated, filtered, and materialised across institutional settings. The empirical material consists of policy and governance documents spanning the formal governance chain - from government propositions and parliamentary committee reports to Finansinspektionen's supervisory priorities, planning guidelines, and public-private cooperation frameworks - complemented by semi-structured interviews with officials at the authority. The analysis reveals that governance signals undergo successive reformulation as they move through the governance chain. Problem representations shift from systemic vulnerability in the proposition, to questions of coordination and implementation capacity in parliamentary documents, and finally to concrete supervisory criteria and organisational structures within Finansinspektionen. Rather than being transferred intact, the political ambitions of total defence are actively translated and adapted in relation to the authority's established regulatory logics, professional norms, and institutional mandates. The study contributes empirical insights into the intermediary level of governance - where political intent meets organisational reality - and demonstrates how security policy objectives are integrated into an existing regulatory framework shaped by financial stability, risk-based supervision, and market integrity.
