Sammanfattning

This study examines the implementation of Disaster Risk Reduction (DRR) interventions aimed at promoting resilience in relatively resource-rich countries. It presents a case study of the Red Cross project, Krisredo Tillsammans, in Skellefteå, Sweden, which seeks to strengthen local crisis preparedness and resilience in socio-economically vulnerable areas. The study addresses the following research question: What types of interventions can be identified in the Red Cross project in Skellefteå that aim to promote local resilience in socio-economically vulnerable areas? The study employs a qualitative triangulation approach, combining document analysis, semi-structured interviews, and direct observation. The theoretical framework is used to categorize the project’s five phases into two main types of interventions: social support interventions and educational interventions. The five phases include: 1.planning and needs identification, 2.local anchoring, 3.implementation of activities, 4.use of materials during implementation, and 5.evaluation. These phases are based on the project’s structure and are theoretically supported by the Logical Framework Approach. The findings show that the two intervention types emerge differently across the project phases. Social support interventions are more apparent during the planning and local anchoring phases, while educational interventions characterize the implementation of activities and the used materials. The evaluation phase reflects a more balanced combination of both intervention types. The study further suggests that shifts in intervention focus across project phases may cause challenges related to project coherence and continuity. The findings may also have broader context relevance, given the notable similarities between the project and wider trends in the implementation of DRR initiatives in both the Global North and the Global South.
