As autonomous drone swarms are increasingly considered for military applications, ensuring that humans retain meaningful control over their behavior becomes both a legal and ethical imperative. The concept of Meaningful Human Control (MHC) has emerged as a central framework for addressing this challenge, yet it remains largely untested in concrete operational contexts, and the parallel field of human-swarm interaction has developed without systematic reference to MHC's requirements. This study bridges that gap. Using a simulation-based user study in a military surveillance scenario, five participants operated a semi-autonomous drone swarm through a Graphical User Interface. Their interactions were recorded and analyzed using the Critical Decision Method, and the resulting control failures were mapped to a consolidated MHC framework. The study makes two principal contributions. First, it identifies 32 specific control limitations across six themes and maps these to the technical and socio-technical layers of a consolidated MHC model, demonstrating concretely where the system falls short of MHC's conditions and where those conditions are themselves underspecified. Second, it introduces the distinction between Hard and Soft MHC. Hard MHC refers to binary requirements and functions that must exist for meaningful control to be possible at all. Soft MHC refers to the quality and operational usability of those functions, capturing the design-mediated failures that requirements alone cannot capture. Together, these contributions advance the operationalization of MHC.
