Sammanfattning

In recent years, Swedish municipalities have been encouraged to establish security points as a step in enhancing local preparedness. Despite growing interest and the later creations of multiple guidelines and checklists, considerable uncertainty remains regarding how such points should be organized and adapted to local conditions. This qualitative case study therefore aims to increase understanding regarding how municipalities can translate national ambitions concerning security points into practical local implementations. Methodologically, the study is primarily based on semi-structured interviews with ten respondents representing both civil society and different departments of Umeå Municipality. Data was later processed through reflexive thematic analysis. The findings reveal a significant tension between national guidance and local organizational capacity, alongside conceptual uncertainty regarding the definition of the security points. However, a clear consensus exists regarding core functions of the points, with information being identified as the most important function. Furthermore, the results emphasize that security points should be place-based, grounded in local needs and social infrastructure rather than standardized models. Collaboration is also identified as a crucial part of crisis preparedness but is described as being hindered by a lack of formal structures. Lastly, the study concludes that inclusive planning is essential in order to prevent the reproduction of spatial and social inequalities as well as to ensure that security points truly become places for all citizens.
