Nationella riktlinjer och lokal beredskap : En kvalitativ fallstudie om hur Länsstyrelsen och kommunerna i Kalmar län tolkar och genomför de nationella riktlinjerna för totalförsvaret

This study examines how the national guidelines of total defence are being interpreted and implement at regional and local level. The purpose is to analyse how Lansstyrelsen and Kalmar county interpreters and implements these guidelines but also to identify the challenges which may occur in implementation. The study is conducted as a qualitative case study and is based on semi-structured interviews with regional and municipal employees responsible for preparedness and total defence. The analysis is based on three theoretical perspective: the broadened security concept, implementation theory and the concept of resilience. The results show that preparedness is understood as a broad societal capability, where civil functions and activities of public importance are given a central role. The national guidelines perceived as comprehensive, which means that regional and local actors are given significant room for interpretation in implementation. Furthermore, the study shows that the implementation of total defence is characterized by coordination challenges, limited resources and uncertainty about long-term organizational capacity. At the same time, organizational adaptability and learning emerge as important factors in preparedness work.
