Sammanfattning

This study investigates the organizational and procedural prerequisites needed to succesfully implement Business Intelligence (BI) within municipal operations. This study is a case study of the data management at the municipal company Miva and their recycling centers. The problem is that many BI-projects fail to create value because of non-technical reasons, such as a lack of routines unclear responsibilities and poor data quality. In this case data is not structured for analysis and information is often handled manually through email or in several different non communicating systems. The methodology of the study is a qualitative case study with an interpretivist approach. Data was collected through seven semi-structured interviews with different roles at Miva as well as quantitative operational data. To analyze the data, the TDWI Analytics Maturity Model and different data quality dimensions were used as theoretical framework. The result show that BI should be seen as a chain that goes from process to decision. The study identifies several obstacles for data-driven decisions for example manual routines and a lack of documentation. According to the TDWI model, the organization is currently at a “Nascent” or “Early” maturity level. The conclusion is that successful BI in a municipal context needs more than just technical tools. It also requires better information flows and clear routines to make sure that data is reliable and easy to access.
