Background: Although the organizational level is a significant part of the work environment, is work often focused on the individual level. The balance between demand and resources is essential for a well- functioning and sustainable work environment. Purpose: The purpose is to explore managers` experience of demands and resources in work environment at an organizational level within a government agency. Method: Semi-structured interview study. A total of 13 informants from a government agency were interviewed and data was analyzed with qualitative content analysis. Results: Based on the analysis an overarching theme emerged, seven main categories and twelve different subcategories. Main challenges related to lack of communication and information, insufficient evaluation methods, as well as difficulties with resources allocation and prioritization. At the same time, important enablers were identified such as collegial support and support from human resources. Conclusion: The result showed both opportunities and challenges in the work environment at the organizational level. Further clarity is required in communication and information about what is expected both in hierarchical responsibility distribution as well as clarity and understanding of what the organizational level entails.
