This study investigates how the Swedish digital information system WIS is represented in official documents within the field of crisis management. The purpose of the study is to analyse how WIS is described as an enabler of information sharing and a common operational picture, and how different governance logics create conditions for coordination during crises. The study is based on a qualitative document analysis of official documents published by the Swedish government Myndigheten för Civilt Försvar (MCF). The theoretical framework for the study is focused on information sharing, coordination, common operational picture and centralized and decentralized governance logics. The result show that WIS is not represented as a technical solution that automatically creates coordination. Instead, the system depends on organisational routines, resources and established working methods. The study also shows that WIS expresses a hybrid governance logic in which centralised system support is combined with decentralised actor responsibilities. The conclusion is that WIS should be understood as an important but not sufficient condition for coordination in Swedish crisis management. Coordination is created through the interaction between technology, organisation, governance and actors' understanding during a crisis.
