Sammanfattning
This thesis investigates the use of agile methodologies in a government organization, focusing on identifying the success factors and challenges associated with their implementation and practical application. The study was conducted as a qualitative case study in collaboration with an IT consulting firm and is based on seven semi-structured interviews with employees in various roles. The theoretical foundation draws from prior research on agile methods, particularly in the public sector, with the focus of success factors and challenges. The findings highlight key success factors such as self-organizing teams, clear structures like regular retrospectives and standups, and access to a holistic view of the project. At the same time, challenges were identified in inefficient feedback processes, the absence of critical roles such as Product Owners, and a lack of coordination between teams, factors that risk leading to isolated ways of working (silo effects). The study concludes that agile principles can be effectively applied within the public sector, provided there is support from leadership, clear communication channels, and shared structures. However, successful implementation requires contextual adaptation, along with ongoing efforts in leadership, transparency, and competence development. This thesis contributes to the field by shedding light on a relatively underexplored area and offering concrete insights for future agile transformation in government organizations.
