Klimatanpassning i Luleå:Från strategiska mål till praktiskt implementering

Global warming is having devastating consequences for the climate, which has led to extreme weather events such as floods, forest fires and droughts becoming increasingly common. In order to meet these changes, it has become necessary to adapt our cities to the climate. The purpose of this study is to investigate how climate adaptation is implemented in Luleå Municipality, and to analyze how well the measures are consistent with the municipality's strategic goals. Furthermore, it is investigated how climate adaptation measures are affected by densification projects, that is, when cities are built more densely. The study has been conducted as a qualitative document analysis with a thematic method, where public documents from the municipality's website and current detailed plans have been reviewed. The results show that Luleå Municipality has several goals and measures that are highly linked to flood risks, and the study shows that the municipality is successful in implementing these based on its set goals. At the same time, it is clear that it is more challenging to integrate green areas during densification, as the amount of green areas tends to decrease as city center environments become densified.
