Introduction (and aim) – Digital tools have become increasingly important in the construction industry by, among other things, improving communication, streamlining working methods and information management. In line with the rapid digital development, there is a need to further develop existing digital tools to support a more efficient working method. This thesis focuses on work order systems used between clients and contractors within municipal framework agreements for paving work. The aim of this study is to identify the requirements and needs of both clients and contractors and to examine the parties' perceptions regarding who should be responsible for providing it. This is to provide information on the direction in which this digital solution will need to be developed. Method – The study is a combined quantitative survey and qualitative case study with two different data collection techniques, a questionnaire survey and semi-structured interviews. Results – The results show that there are several challenges in today's work order management in work order systems for both municipal clients and contractors. The results also show that (82.2 %) of municipal clients do not currently require the contractor to provide a digital solution for work order systems, but that (33.3 %) will likely start to do so in future procurements (within 4 years). Recurring requirements and needs of municipal clients are status management, orders with map function/photo documentation in the field and in the office, orders with AMA codes and/or hourly and á prices, access to diaries and self-checks and traceable communication (e.g. date of status change and version history). For contractors, there is a recurring need to receive clear and informative orders, a user-friendly system and to be able to integrate work order systems with project management systems by providing it themselves. There are different opinions regarding which party should be responsible for providing the digital solution for work order systems. However, the results show clear reasons why municipal clients want or do not want to provide the system themselves. Analysis – Analysis of the empirical data from the interviews was carried out through qualitative data analysis, while analysis of the empirical data from the survey was carried out through quantitative data analysis. Discussion – The discussion of the results shows that the study's results are consistent with previous research. Currently, municipal clients have limited requirements for digital work order systems, but a change with increased requirements can be expected. Municipal clients' recurring requirements for what should be included in the digital work order system solution are largely uniform and consistent with what occurs in procurements today.
