Sammanfattning

The Swedish detailed development planning is characterized by long and unpredictablelead times, which create significant risks for construction projects in a marketcharacterized by rising costs and uncertainty. This study aims to identify and analyze thefactors within municipal authority practice that contribute to extended processing timesuntil a detailed plan gains legal force. A literature review of research, reports, and public documents was conducted to identifyrecurring patterns. Interviews were used to provide contextual background and were notincluded as empirical data. The results indicate that lead times are shaped by interacting institutional, procedural, andorganizational factors. Key drivers include fragmented legislation, increasinginvestigation requirements, legal conflicts, high levels of detail, planning queues, appealsand variations in municipal working methods. Planning also emerges as knowledge-generation process where new questions arise continuously. The study concludes that long lead times cannot be addressed through isolated measures.Clearer legislation, standardized working methods, early collaboration and strategicdigitalization are essential for a more predictable and efficient planning process.
