Samverkan inom regional kollektivtrafikplanering : Stakeholders upplevelser av samverkan och utmaningar i arbetet med Region Värmlands trafikförsörjningsprogram

Collaboration is a central element in public transport planning and an important prerequisite for creating an efficient and sustainable public transport system. Region Värmland is participating in an EU project in 2026 to strengthen local governance tools and improve coordination in public transport planning. Relevant stakeholders, such as Region Värmland, the Swedish Transport Administration, and the municipalities, need to coordinate their interests, needs, and values, as well as resources, priorities, and responsibilities, in implementing the regional public transport program. The purpose of this study is to investigate how stakeholders perceive these processes and the challenges they face. The study uses a qualitative approach and conducts a thematic analysis of four themes drawn from survey material from the CHESS project and the regional public transport program. The results show that collaboration in public transport planning in Värmland primarily operates through dialogue, relationships, and coordination among stakeholders. Collaboration forums contribute to consensus and information exchange, while the connection to operational implementation appears weaker. The study also identifies challenges related to unclear division of responsibilities, resource differences, goal conflicts, and multi-level governance. The conclusion is that collaboration is well established organizationally, but there is a need for clearer structures to strengthen implementation efforts between the strategic and operational levels.
